UN Security Council extends the Darfur arms embargo by only one month; Russia opposes US call to extend the embargo to all of Sudan
On 11 September the Council unanimously adopted Resolution 2828, extending the 1591 sanctions regime by one month. The US wants the embargo extended to the whole country and to drones; Russia says it will not allow this.
The UN Security Council unanimously adopted Resolution 2828 on 11 September 2026. The resolution extends the 1591 regime, consisting of an arms embargo limited to Darfur and targeted sanctions, by one month, and the mandate of the Panel of Experts until 9 November. The US considers the regime inadequate. It called for the embargo to cover the entire country and for sexual violence, kidnapping for ransom and attacks on humanitarian workers to be added to the grounds for sanctions. Russia said it would not allow the restrictions to be widened. China voted in favour but warned against imposing contentious texts. Burhan, for his part, argued that the proposal would not pass the Council.
Washington's Sudan envoy Massad Boulos told the BBC in an interview that at least 12 countries were providing military support to the two sides, but he did not name them. Middle East Eye reports allegations that the UAE supports the RSF, while Egypt and Türkiye support the army. In Dubai on 15 September, Boulos said neither general had a political future and that a civilian transition must happen quickly. The Quintet, made up of the AU, IGAD, the Arab League, the EU and the UN, made its first joint visit to Khartoum on 8–10 September and stressed that there is no military solution. According to The National, about 20 million people face acute hunger.
