Ground is broken on the 89-hectare Baipu chip park in Kaohsiung: 4,000 jobs and NT$300 billion a year

Taiwan's leader Lai Ching-te broke ground on the roughly 89-hectare Baipu Industrial Park in Kaohsiung on 21 September 2026. The park will be the first base dedicated to testing and certifying advanced chip equipment and critical materials; more than 4,000 jobs are projected.

According to reports in Focus Taiwan and the Taipei Times dated 21-22 September 2026, the park, a joint project of the Ministry of Economic Affairs, Kaohsiung City and TSMC, covers roughly 89 hectares. Officials project more than 4,000 jobs and an annual output value of about NT$300 billion. The two sources give different dollar equivalents: Focus Taiwan wrote 9.35 billion dollars, the Taipei Times 9.45 billion dollars. TSMC will build 2 facilities on a 3-hectare plot inside the park; one a technology validation laboratory, the other a training centre for skilled labour. The first 2 sites are planned for completion in the fourth quarter of 2029 and all infrastructure by 2031.

Baipu is part of a semiconductor corridor project spanning the 4 southern Taiwanese cities of Chiayi, Tainan, Kaohsiung and Pingtung. The existing links are integrated circuit assembly and testing at the Renwu Industrial Park and critical materials at the Ciaotou Science Park. Baipu will house small cleanrooms, laboratories for the joint development of advanced packaging technologies and a training centre. For the water constraint the government has committed to a string-of-pearls project linking reservoirs by pipeline, and for electricity to new distribution lines through Taiwan Power Co.

The project's focus on equipment and materials validation is strategic: Taiwan leads in manufacturing today but remains largely dependent on imports for chip equipment and speciality chemicals. It is clear that the site will contribute nothing to output before 2029; the announced annual output value of NT$300 billion is a target and cannot be independently verified.
