Erdoğan addresses the UN General Assembly for the 16th time: the will of more than 190 countries cannot rest on five
In a speech of roughly 40 minutes, Erdoğan called for recognition of Palestine within the 1967 borders, a restructuring of the Security Council and an end to the isolation imposed on Turkish Cypriots.
President Recep Tayyip Erdoğan took the rostrum for the 16th time at the 81st UN General Assembly, whose general debate opened on 22 September. In the speech reported by Reuters, Erdoğan argued that a system in which the will of more than 190 countries depends on the initiative of five is neither fair nor capable of building trust. In his words, the UN, founded 81 years ago to preserve peace, has become unable to carry out that task. The speech lasted about 40 minutes.
Palestine was at the centre of the address. Erdoğan said he regretted that Palestinian President Mahmoud Abbas had been unable to attend the hall for a second consecutive year; he called on countries that do not recognise Palestine to review their positions and on all countries to increase pressure on Israel. He repeated the demand for an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital and with territorial integrity. According to Daily Sabah, he said that more than 1,500 Palestinians had been killed even after the US-brokered ceasefire, and that rates of child deaths and limb loss in Gaza were at the highest levels of the conflict. Israel rejects the accusations of genocide.
In the same speech Erdoğan called for an end to the international isolation imposed on Turkish Cypriots and for diplomatic and economic relations to be established with the Turkish Republic of Northern Cyprus. This three-part framework, delivered from the UN rostrum, shows that Türkiye's strategy of presenting the Gaza, Security Council reform and Eastern Mediterranean files as a single package continues. According to the presidential programme, Erdoğan's engagements in New York run for 4 days.
Talay assessment
Bottom line
Erdoğan's 16th UN address set out no new policy; it restated the existing line loudly: a Palestinian state within the 1967 borders, reform of a Security Council with five permanent members, and an end to the isolation of the TRNC. Because no concrete mechanism or timetable was proposed, no binding outcome is expected in the coming weeks. The most likely path is that Türkiye continues its campaign to increase the number of countries recognising Palestine while relations with Israel remain suspended.
Likely effects
- Türkiye-Israel relationsNegative1–6 months
Repeating the charge of genocide from the UN rostrum makes it harder to restore senior diplomatic contact between the 2 countries; because Israel rejects the accusations, the channel for normalisation stays closed.
- Recognition of PalestineUncertain1–6 months
The appeal to those among the more than 190 UN members that do not recognise Palestine continues a strategy of numerical pressure in the General Assembly; a wider wave of recognition raises the diplomatic cost to Israel.
- Cyprus and the Eastern MediterraneanUncertain6 months+
Carrying the demand for diplomatic and economic ties with the TRNC to the UN rostrum signals a hardening of Türkiye's primary position in the maritime jurisdiction file in the Eastern Mediterranean.
Possibilities, ranked
- 1The rhetoric continues, the mechanism does not change60%
Türkiye keeps up its call for recognition of Palestine, there is no progress on Security Council reform and the structure with five permanent members is preserved.
Watch: Whether a formal round of intergovernmental negotiations on Council reform is opened during the 81st session.
- 2The wave of recognition widens25%
Additional countries announce recognition of Palestine during General Assembly week and diplomatic pressure on Israel rises measurably.
Watch: The number of new countries declaring recognition of Palestine during General Assembly week.
- 3Escalation and a break in contact15%
If the ceasefire in Gaza collapses entirely, Türkiye moves to further restrictions in trade and diplomacy; regional tension spreads to the Eastern Mediterranean.
Watch: A marked rise in monthly deaths after the ceasefire and a new Turkish announcement of trade restrictions.
